I think it's Bauhin's hawkweed -Hieracium bauhinii. The racemose one does not have such branched flowers and is not so hairy.

Neither one nor the other suggested species. Without leaves and stem, it's pointless to guess.
The clustered hawkweed does not have such hairy involucres, and Bauhin's inflorescence looks completely different.
