Repair/welding of Goretex

Hello,
I have a jacket that's a few years old and the welds around the seams got destroyed, and I'm wondering if it's possible to repair it.
I'm attaching a picture too.

Maybe just with silicone sealant?
First stretch it and nicely tape the edges with duct tape.
