Actually EU regulation 965/2012 (referring to 216/2008) speaks very precisely about conditions for HEMS (Helicopter emergency medical service) or "air transport of urgent medical assistance". It only talks about performing HEMS under CAT AOC ("commercial" airline certificate). Nowhere does it say that no other service or institution can do it (like army and police now). CAT AOC also doesn't mean the HEMS provider is "private". While there are many private for-profit HEMS providers in EU, there are many non-profit ones (e.g. ADAC in Germany, REGA in Switzerland...). ADAC and REGA have CAT AOC. Maybe it is time to regulate the situation in Slovenia too and establish an independent rescue service. It doesn't have to be commercial or private, just operate with CAT AOC..."
