Stamps at huts, summits - criteria

Hello,
I'm curious how it's decided which hut or summit has a stamp. Is SPP the only criterion, or do other summits or huts not part of SPP also have stamps? And what about stamps abroad?

The mountaineering association to which the hut or summit belongs is responsible for the stamp either at the hut or at the summit.
If one or the other is part of one of the circuits, then the stamp is of course mandatory.
I assume it's the same abroad.

Prešernova hut on Stol doesn't have it, at least I didn't find it on 4.1.2020, although it's part of SPP. If someone knows where it's hiding please tell.
Valvasorjev dom doesn't have it either. Explanation: Because it's two different mountaineering associations.
