Explanations regarding questions about restrictions in Triglav National Park

11.09.2026
Media reporting and questions from local residents and visitors have recently focused on restrictions on visiting Triglav National Park and entrance fees, so we are publishing some explanations.
A general entrance fee for entry into Triglav National Park is the subject of various considerations, but at the Triglav National Park Public Institute (JZ TNP) we explain that it is not currently planned. Visiting and experiencing the national park is permitted to everyone under equal conditions, in accordance with protection regimes, and is free of charge. The Nature Conservation Act (ZON) allows charging a fee for visiting a natural value or for parking a motor vehicle on areas intended for stationary traffic that are designated for visiting a natural value, but in both cases under precisely defined conditions.

The introduction of entrance fees is not the rule but a permissible exception. ZON precisely defines the conditions under which a fee for visiting (and not an entrance fee) a particular natural value can be introduced – for example when special arrangements are needed for a safe and nature-acceptable visit or when, due to mass visitation, it is necessary to implement measures for directing and regulating visits according to the carrying capacity of the specific natural value. It is currently not planned to introduce new fees for visiting. For a natural value of national importance or a protected area established by the state, the decision on charging is adopted by the minister by resolution.

JZ TNP is of the opinion that fees for visiting would not be necessary anywhere if other sources of financing for demanding arrangements and management of visiting natural values were ensured.

The basic goal of managing visitation is not reducing the number of visitors by charging fees, but preserving nature and ensuring quality and safe visitation while taking into account the quality of life of the local population. In the most burdened areas it is therefore necessary to monitor the condition and the load on the space and to adapt the way of managing visits accordingly. Visits can, if necessary, be limited according to the carrying capacity of a specific area, which has already been introduced at certain locations.

In the most burdened areas measures are adapted to the condition of the space and the established carrying capacity. Management of visitation is based on a combination of various measures: monitoring of visits and the load on the space, spatial and temporal directing of visitors, information, arrangement of park infrastructure, digital tools for monitoring and directing visitors, and promotion of sustainable mobility.
