Planned changes on Vršič and in Vrata

It seems the road to Vršič will get toll barriers and become chargeable (as well as parking at the pass), except for transit drivers who pass it quickly enough. Toll barriers are also expected in Vrata, but it's not entirely clear to me whether they will close it completely to visitors or just charge them an "entry fee". Both roads are also expected to introduce a "park and ride" system with a hiker-friendly schedule.
