Road Mojstrana–Vrata closed for all traffic due to onset of winter conditions.
Gorenjska gradbena družba d.d., as the concessionaire for regular maintenance of state roads in the Gorenjska area, informs that the road Mojstrana–Vrata has been closed to all traffic since Thursday, 13 November 2025, due to the onset of winter conditions.
The Infrastructure Directorate as the concession grantor awards concession contracts to private contractors for individual concession areas throughout the country through tenders. Based on these contracts, concessionaires provide the public utility service of regular maintenance and protection of state main and regional roads — they take care of road surfaces, signage and traffic equipment, drainage, road structures, slope and vegetation management, winter service, and interventions in extraordinary events to ensure the road network is always safe and passable. For the Gorenjska area, this concession is carried out by Gorenjska gradbena družba d.d. (GGD).
In recent days, we have received several inquiries regarding the complete closure of the Mojstrana–Vrata road. To provide clear information to all users and prevent possible misunderstandings, we are publishing the official explanation from Gorenjska gradbena družba d.d., which as the concessionaire for the Gorenjska area carries out regular maintenance and other tasks on this section of state road.
Gorenjska gradbena družba d.d., as the concessionaire for regular maintenance of state roads in the Gorenjska area, informs that the road Mojstrana–Vrata has been closed to all traffic since Thursday, 13 November 2025, due to the onset of winter conditions. Winter conditions, by legal definition, occur immediately when temperatures drop below freezing and there is a risk of black ice. Due to the distinctly shady location and proximity to a watercourse, this road is particularly exposed to rapid black ice formation. The winter period officially lasts from 15 November to 15 March.
Already on 6 November 2025, an additional traffic sign for the danger of unexpected black ice was installed, warning drivers of the possibility of icy road surfaces. With the first low morning temperatures, daily preventive inspections of the road surface condition also began. Since the road was icy on several sections from Thursday, 13 November 2025, a complete closure was introduced to ensure user safety. On Monday, 17 November 2025, the first snowfall was forecast, so the road was not reopened after that date either. The condition did not improve to the extent that would allow safe traffic flow.
The Mojstrana–Vrata road is classified in maintenance priority class VII, which means it is not maintained in winter conditions, including no salting against black ice. In addition, the nature conservation consent and the consent of Triglav National Park (TNP) explicitly prohibit salting this road.
