My opinion is different, I would lock the owner of this bear in a cage for as much time as he has the bear and give him as much food and freedom as he gives to the animal or those like him to animals.
I wonder that they allow this to him.

I have to explain how this bear even came to the cage. The hunters found him when he was a lonely cub. They saved him by raising him like a "child" and as he grew and grew, they made him a cage, which they have already enlarged several times. I think it would be very hard for the bear to adapt to natural laws never known to him.
If you raise a baby without a mother, he won't know for long or never see who his real mother is...

I have to admit that I find it very hard to watch animals that are denied their life rights. I think that zoos around the world should be banned. There are already so many films and documentary footage of various exotic and other animals that children can watch. But it's hard to give up the profit they have from this, even if it's at the expense of animals that stare so apathetically, without life and with sad eyes through the iron fence.
Regarding the bear, I believe that there was no other way and if the caretaker takes care of him as it should, it is in any case better for him here than if they released the helpless one into nature where he might not survive.
