Tissues are also a problem... I don't understand how no one can tuck it somewhere under moss or rubble, rock etc so it's not visible. Or cover with cones, branches... a bit of imagination to engage.

Is this the public toilet in Žusterna? When set up it looked decently maintained for a year or two.

Near one of the beaches at Debeli rtič, near the border with Italy. I think the toilet was set up in 2022.
