We were on Oltar on 18 June. Up the gully below the summit with crampons and ice axe, down without crampons. Easier ascent and descent that way. I believe it's doable without too, by finding other passages. Check the pics. No bivouac.

Was today from Ljubelj, snow only a trace, winter gear not needed.

From Konjsko sedlo to Planika there's some snow, and from Planika to the start of the ascent to Mali Triglav. Poles and even ice axe are useful if the snow is hard. From Rudno to Konjsko sedlo I don't know, but it looks snow-free. Good luck
