Where and why is this road closure?

Is it from the path to Polhograjska Grmada? When you go up from Belica somewhere, you see it down left from the ridge. But don't know the homestead's name.

Mountaineer descending so fast from Kamniško sedlo on snow we couldn't catch up said such poles above Soča hills called posenarca. Shoulders have hay basket, posenarca third support.

Tested in practice too. Works really well.
