Yes it is., I have studied it as a convenient goal. The mountain is in the Graian Alps near Susa, from where a mountain road leads over Cenis pass 2083m to Lanslevillard France. Hut below the summit at 2854m, on top sanctuary of Mary Magdalene, there's also a video from the top on YouTube, very panoramic mountain from Mt Viso to Monte Rosa.

Moncenisio pass has no connection with the access to the starting point for Rocciamelone, but Mompantero, from where 18 km asphalt road, of course without toll.
