I'm curious who decides about placing a bivouac or where to place it, what influence does the mountaineering association have??
who can place it?? usage??

The bivouac has been gone for a while. A few years ago 28.4.2012 when I was up there with MTB there was still some of it left.

Actually this bivouac is dilapidated - Lojz Žakelj who built it years ago must be aware of that. Considering that Lojz now has two bivouacs - one on Stebrasta skala on the slope of Mežakla and the more famous one on ZTP near the Vittorio Emanuele barracks I think he wouldn't mind if the top of Jerebikovec is arranged - tear down this bivouac and make something new permanent that would provide basic shelter from rain and wind since Jerebikovec is really a nice panoramic peak and you can see all around. Before any activity the idea should be forwarded to Lojz - that way mountaineers and Lojz would be satisfied.

If Lojz already built this bivouac let him also remove this ruin. I think there is no need at all for a new bivouac on the top.

I don't know why before doing anything it would be necessary to tell Lojz - did he mention to anyone and ask anyone before he destroyed part of the historical cultural heritage below Triglav?

Let the bivouac simply be demolished because there is no need for it. If they organize an action where all traces of this bivouac are erased I will gladly contribute my two hands.

Probably I was too diplomatic about Lojz. I would still tell him ahead (that doesn't mean I would ask him for permission!) before tearing down the bivouac. Actually something could be arranged on the top (information board small shelter since the view is really nice and the path is now marked). TNP or PD Dovje Mojstrana should decide about that.
As for ZTP this: if we observe the decay of that barracks (Vittorio Emanuele or whatever it's called) and other structures in the Alps from WWI or wartime there is obviously deliberate demolition that was encouraged already from the end of WWII before Lojz appeared.

I also disagree with demolishing post-war bivouacs. In many places with a little effort shelters could be built from the remains of walls, like on the Primorska side of Globoki, Snežni vrh. Of course wood doesn't last long if not maintained, example is Prgarica hut which has completely changed appearance from the previously new one.

Well that was Caserma Rifugio Vittorio Emanuele III, really don't know what happened to those at PZS that they didn't go for renovation, in 1959 it still had all windows, bunks, roof and other minor inventory. Otherwise it wasn't under any protection, just on the list of former military objects.
if it were lower than Kredarica, they would surely have renovated it, but as it is, even the Skalaši didn't keep their word ;)1

And maybe someone knows why they don't look under Lojz's fingers? This year he told me there are such harsh winters up there and storms carry that barracks stuff even 200m awayeek
and with sledgehammer and pickaxe he was scaring around up there....

A little food for thought..., culprits and cultural heritage... I know many castles that were looted, mined and burned even after the war's end, and those who did it are still heroes today.
Most guilty is Lojz with pickaxe and sledgehammer...zavijanje z očmi

Etiquette and logic tell you that with sledgehammer and pickaxe you can't go around other yards, right.
