OK, here goes.
Sovereign states each decide what kind of passports they will have. Other states then decide whether to accept them or not. It's about international agreements between SOVEREIGN states. Negotiations between countries are roughly at the same level as this forum bashing here - maybe a shade more cultured. That's why they don't agree much.
The COVID certificate we're talking about now is something the EU agreed on for its members. They negotiate more easily, but note that the certificate only applies within the EU. They'll probably agree more internationally sooner or later (like with passports), but not yet.
And about Ebola, which you like so much. You definitely can't go to the hot springs with Ebola.

Since Bećar and Pantaloni are again spouting numbers that COVID mortality is 0.2%, let's dissect it:
- 2,078,938 Slovenes
- At 0.2% mortality there would be 4157 deaths
That means:
- all residents would already be infected or vaccinated
- there shouldn't be any new deaths
- there shouldn't be any new infections (reinfections negligible)
Pretty likely scenario, right? 
Easiest is of course to claim it's all fabricated and numbers fudged. But we know Bećar can't even read numbers from a table or tell plus from minus, so judge credibility yourselves

Samo, when you went to Croatia, what did you find out at the border? Customs or police usually just waved you through, didn't even look at the picture of your pretty face in the passport. Sometimes no cop in the booth, sometimes customs guy watching naked chicks, sometimes no one. You could be an internationally wanted terrorist with a trunk full of TNT in your pimped BMW. What about now? If you don't strictly show PCT you could be an altar boy, they won't let you through because of 0.2% deadly disease. And they have to stare in those booths with masks now, it makes me laugh.
