Ludranski vrh as peak is still part of KSA, as it is SE of Bistra and SW of Javorski potok, where the border with Karavanke runs. It is also mentioned in Plan. guide KSA, issued by PZS 2004.
So this peak already fits the above criteria...

Ludranski vrh is NOT part of KSA:

"Fifth group (V.). It starts at the left tributary of Savinja, Klobaša stream, which flows under Grohat planina (1,367 m a.s.l.), north of Raduha ridge, then to Spodnje Sleme (1,254 m a.s.l.) and south of Bistra stream to Vrtačnikov potok and under northern foothills of Smrekovsko pogorje across Ludranski vrh to Koroška Kramarica, upstream the bed to Kramarica (1,124 m a.s.l.) and to Štajerska Kramarica."
Therefore, northern border of KSA goes along Vrtačnikov potok (before that south of Bistra stream!), then across settlement (not peak!) Ludranski vrh to Koroška Kramarica. Peak Ludranski vrh is north of Bistra stream and north of Vrtačnikov potok and is NOT part of KSA. Javorski potok is not border.
Answer is not correct...

Obviously it's another unfinished story about regionalization of KSA. As B. Burger writes, it's just an attempt at demarcation. Whether it runs along this or that watershed, mountain ridge, is obviously in such branched mountains a matter of authors' interpretations...
