The source is old, as it's from 1970. (Atlas De Agostini; no cableway, Skalarjeva koča is at the old location).
But it's hard to believe the Italians didn't give it their chronologically last rifugio name there.
De Simon is a factory from Osoppo in Friuli from 1925.

Zavetišče pod Špičkom was built in 1933 by Triestine alpinists in memory of their comrade Efrem Desimon, who died fatally just a year earlier in the Western Julian Alps. The small wooden shelter bore the name Rifugio Efrem Desimon. Claims that the shelter originated as an artillery or anti-aircraft observation post are wrong, as the structure belonged to CAI Trieste.
