Writing fines at trailheads

Just a well-meaning warning to save someone some euros. On FB, comments are appearing that they write fines at trailheads where there is no P sign. Whoever parks below the last parking lot, by the road, risks a full fine of 200 (half 100). In Vrata valley there is a prohibition sign, at Peričnik they write fines despite P sign. On Vršič there is a traffic prohibition sign, at Gozd hut they write fines. In Krma, Radovna there is space for 4 cars, others get fined. At Ljubelj you have to pay parking fee, and at Prtovč it's payable only with smartphone, not cash. Let someone else add where they so happily hand out tickets....

I also saw Kofler's post on FB. We were last week on Tuesday at Vršič, parked at Koča na Gozdu, luckily no fine. Maybe it's only in practice on weekends with stricter controls. But this seems like a swinish trick to me - I don't say you get fined for parking on the road or blocking traffic. What they're doing now is just padding the municipal/state budget. Clearly parking fees aren't enough, so they figured out extra income jezen

We must respect their traffic regime, but min. 500 euros we'll leave where we were welcome before. As support for tourism and local population, also selling local goods. So they don't like us on Bled, same in Bohinj, not in Kranjska Gora-Mojstrana either. Spend elsewhere, Jezersko, Trenta, Tolmin, Kamniška Bistrica haven't had bad experiences there. Well in Polhograjce you're welcome no problem.

I haven't been to Bohinj for a long time, but back then the standard wardens' post was Stara Fužina, right before Devil's Bridge. In the morning they opened the barrier, cars filled up, then closed it and wrote fines. Every day at the same time, I studied them nasmeh

Maybe they are collecting funds for noble and humanitarian purposes. Maybe the euros are for renovating three destroyed mountain huts? Then it's easier to pay those pennies right away. nasmeh

It would be interesting to see how they would react in their own yard if someone blocked them or obstructed or kept showing up there with their tin can week after week.
Once the owner of a mountain farm where I usually park by the forest road resentfully mentioned that some come, park, do the hike, but don't even stop by him.zadrega

Expensive, who are you bothering if you park on the plowed parking lot at Gozd Hut or now they've plowed it at Erjavčeva hut too? Or why plow at all then? That's a bit at odds with logic. That prohibition sign has been there for a long time to cover them if an avalanche comes and buries your car so you can't sue them. At least that's what the caretakers told me. Previous years they didn't fine, we've parked there many times, this year they started. Why? Same at Peričnik - you're parking on the marked lot, who are you bothering there? Actually the sign is there just so they can fine now, since there's no more avalanche danger.
As I said, if you obstruct traffic or block the road, it's right to get fined, I agree. But parking on an arranged parking lot doesn't bother anyone - or does it?

Ah, Polona, don't bother, some surely won't understand it. The answer to why they started fining this year is quite simple. This year we got cowboy police. Their motto is Squeeze where it goes.

If there is a traffic prohibition sign, it's traffic prohibition and nothing else. How an individual interprets it is entirely their decision. Maybe even the decision for a fine. And don't cry then. We've all probably ignored it sometime in mountain valleys and probably will again. But that doesn't mean they don't have the right to fine us and that it's somehow criminal.

Dprapr, in practice it's not like that. Before the devil's bridge there was no sign of any prohibition. But they put it the next year after the Ombudsman's visit velik nasmeh You won't believe it, municipal wardens even went and wrote fines on private property. When we traveled through Morocco I was amazed by some absurdities there... like, on a nice straight road the police stopped, set up a 40 sign and radar. When enough had accumulated they packed up the sign and left.
Well, now we've come to that here. But the fish always stinks from the head. Given the examples the authorities give... is anyone really surprised?

Jax, yeah I know, not worth the effort. Up to Gozd Hut it's now clear ground, no avalanche danger there, so they could easily move the prohibition sign at least to KNG. But they don't want to. On FB it's colorful on this topic if anyone's interested. As you said, important to squeeze us where they can mrk pogled Oh, and also, I'm not whining because I got fined, I didn't, but not everything the authorities decide is right. And this cashing in on clear road and arranged parking lots higher up, is not right.

I got a response that others reported visitors, but inspectors are only those who have to consider local complaints. Visitors themselves also reported that they couldn't get out with the car. Public services with obstructed access. Various tourist workers too. "Ljubljančani" seem superfluous up there, they'll soon ask us to come spend money, but I hope we won't go up there to spend euros... we'll stick to their parking requirements and respect the signs.

Regarding that blockade (two prohibition signs) on Vršiška road, it's just about respecting traffic legislation. I parked at the nearby arranged parking lot, like some others, and walked on foot with skis on my shoulder (probably the only one).
Most, of course, bypassed the blockade, as evidenced by the crowded parking lot at Koča na Gozdu.
For example, in neighboring Austria, I once parked my bike next to a general prohibition sign (also for bikes) on the delivery road to a mountain hut, and no one got upset or whined...

And one more interesting thing. The road from Solkan to Ročinj is equipped, or rather they installed three stationary radars. First in Plave, second after Deskle ends, a bit further, there the limit is 60, and third in Ročinj. So close for now. I don't remember them ever placing them like that. Anyway, you get the bill at your home address, if they work of course. I went a bit off topic, sorry, but you get the fine anyway. Whether you go to the mountains or not.

The desires of municipal officials for finances are growing, so the blow of the authorities on the people is everywhere possible. Of course I agree that many parked cars deserve not only a fine but even towing. Introduce EASYPARK everywhere possible, price moderate, say 30-40 cents per hour. Yes, I know, if you don't have a smartphone, you're discriminated again.
If we have vignettes, let's introduce a mountain "parkinjeto". There are many ideas, but no will from the authorities to regulate it, or each "sheriff" interprets it his own way. Anarchy is strengthening.

If there's a sign (in a clearly visible place) and you don't follow it, it's only right that you get a fine.

But if there's no sign and you get one because you supposedly should know some local paragraph (or not even that), that's a sign of IQ no bigger than the shoe size of the local municipal administration, inspectors, their boss or the specific inspector. You just don't go to such a municipality anymore, and if you do, you don't spend a single euro there (like our Bohinj)

Yes, @piotr, I also notice that abroad they overlook many things. While here they target mainly tourist spots, abroad usually not there. Especially if it's a small municipality, which can of course be of tourist rank like our Bohinj, Bled or KG. While in the city I've gotten fines several times for similar violations properly.

The point is that a small local community living off tourism can't afford to lose tourists because of this, if it gets out or if they overdo it. There, tourist offer is sometimes (almost) the only source of survival, here they compensate for its lack with fines because otherwise they have nothing to offer or the offer is modest and/or uncompetitive. Just making money the easiest way.

Others are urban areas (especially less touristy). But wherever I got a fine abroad, I got it knowing exactly why or the prohibition was visibly marked or sign visible. Usually I violated it consciously. velik nasmeh

The specific case at Savica is at least controversial in my opinion, if not downright sneaky.

From the direction of Bohinj, at least I didn't notice a sign prohibiting parking from the Vogel parking onwards. Possible I missed it, but I was really attentive. Therefore it's not clearly defined where you can park off the road and where not. Example are cars of property owners parked off the road in the area between Vogel parking and Savica parking.

The no parking and stopping sign is, cunningly, placed only after you drive off the Savica parking.

I don't know Bohinj specifics of paragraphs, so someone supplement me where you can leave the car off the road and where not.

Regarding cashing in, you don't understand their market logic: in the past days because of fines many left more money in Bohinj than ever before and it went straight to the municipal treasury. Many won't return and won't make crowds when the praised foreign tourists with fat wallets return ... in short win-win for Bohinj velik nasmeh

Just for consolation,
all who cheerfully violate regulations in Bohinj can be glad that it's "only" the inspector fining you. The fines from TNP parking rangers are much much higher.nasmeh
