There are no real flat sections, because even the gentler ones (e.g. between Pece and Olševa, Smrekovec, Sleme etc.) are undulating. The only real flat section is a short section between Črna and Pece and Uršlja and Črna, both, if I remember correctly, asphalt and quite tedious.
But you have elevation profiles of the trail published on the net and you can judge the percentages yourself, because I doubt anyone calculated it.
I'm almost sure there's a profile on Bojan Ambrožič's blog, probably elsewhere too. Try to get some info on the running forum, if someone there maybe dealt with it.
