This seems to me an overly theoretical discussion.
State forces citizens into many things, no doubt. THAT is essence of state - that not everyone can do what they fancy at moment. Often we wish it weren't so, but it is. More or less everywhere.
As for concrete "medical" forcing, more sensible would be that insurance doesn't pay treatment for those not vaccinated. (Like some here advocate, every accident in mountains pays heli himself.) But system isn't arranged that way.

Probably an attorney would advise such a one not to file a lawsuit.
