You can show them your personal ID (municipal and regular inspectors), so if they have authorization to access the database where your personal health data is, let them check themselves what interests them via ID number.
And since they are not authorized, they will see "stop", because you didn't give your doctor special written consent to make your data available to third parties. If your health data is improperly exposed somewhere and third parties have access to it, file a lawsuit with your chosen doctor and the Health Center where you have your card.
The one harassing you because of some certificates commits the criminal offense of persecution. In this case call the regular police, who is obliged to take a statement from the victim and chase municipal and sanitary staff out of the premises and write reports to them.
If someone targets citizens regarding access to confidential health data, they need to narrow them in the system 1:1.
The innkeeper is not obliged to check the health status and personal data of any of his guests, and it is also a criminal offense to induce that to a criminal offense, in this case prosecution follows. In this case rescuers, municipal and regular police instruct innkeepers.

Decree, order (instruction), conclusion, decision, solution, special collective agreement, all these are sub-legal acts that are null if they contradict higher legal acts. By acting according to unlawful acts criminal offenses and violations of higher regulations are also committed. Don't play, there is not little money for those lawsuits.
