That's our tourism. As long as possible we'll avoid these ends, then when mountain huts have a bit worse balance too it'll probably turn something.

Use of forest roads will be paid.
This conclusion would be interesting topic for constitutional court. All forest owners pay levies for building and maintaining so-called "forest roads". Now "someone" found to market this and keep money for himself.

The problem of just avoiding paid parking lots is that more and more ends are closed behind the barrier. If it goes on like now... in a few years there will be no decent hill left where they won't rip you off with parking.
The logic of every municipality where they do not yet collect parking fees or it is low is: "Why not us too if neighbors earn well". Give this logic time and no state barriers or PZS resistance, all parkings behind barriers in a few years with higher fees yearly 
If the state does not limit it, probably the only way to stop it is a bad recession that cuts tourists even more locals' income. Then local sheriffs forced to calm down closing starts and price hikes. Sadly capitalism works so (no laws)... raise price till demand you have supply (even shitty macadam forest middle).

This is not the topic for here, but it concerns parking. That is, I who park in Završnica and go on foot and care for nature pay more than those who drive to Valvasor or up the Završnica valley. Really nature protection oriented and animal friendly .

If Završnica is already mentioned, last "mid summer" i.e. end of July, parking on the nicely arranged parking lot cost 50 cents per hour or 5€ (equivalent 10 hours) for the whole day. And besides cash and card, it was possible to pay with some local app that does not charge extra %. If I remember correctly, any "toll" (paid on the same machine) from the parking lot upwards would be more expensive than 5€, not to mention the non-negligible fuel consumption for driving up...

And is there a winter parking fee in Završnica? Because if yes, then it's really as @svizica says. In summer to Tičkova hut there is a 2€ difference.

Well, really totally "off topic" but since we're already on this... Same in Lom, if you park in the valley and take care of nature, you have parking meters at 100 m. But if you nicely drive up to Dom pod Storžičem, parking there is free!

uf... we've really written a lot here... Lingo, do you still live in the time when "fičo" was the best car and the highway was built from LJ - Vrhnika, jobs from 6-14, and no boss called you after that hour and holidays, if on weekend, were moved to workday?!!!!
- they say it's not like that anymore... time goes much faster eh
it really annoys me that after paying all taxes and PZS membership you have no benefits in our mountains for parking fees before tourists..
- in Paklenica (once again) with Slovenian PZS card you get 50% discount on ticket and parking fee....
ps. I've always paid and will pay parking, I'm not against payment... I'M AGAINST ROBBERY AND CLOSING VALLEYS
