Today I got a slightly annoyed answer firsthand about when they unlock the toilets in the morning:
"When the first one comes for the key!"
I gotta say I've never used the WC there (going up since '71) and learned the location years later when my kids needed relief.

I wonder if daily visitors to Smarna Gora and Grmada are innovative enough to initiate a proposal at the right moment to repair damaged and widely eroded paths that turn into impassable slippery slides in wet weather. There is a lot of useless wood on the slope that could be cut into logs with the right machine. These could be piled and professionally protected against being washed away in downpours. Owners left the wood lying for two years!
Probably a volunteer action in spring would gather a few dozen committed people and paths would be walkable again. Given that Smarna Gora is part of the green capital, the mayor could justifiably add some funds from the city budget. Who to approach to make something happen....?
