Picture 9, if I'm not mistaken, the signs are from the road directorate. Like also the parking lot under Ljubelj, which they covered with sand to chase away Carinthian visitors.

I think the parking lot was filled in for safety reasons, not to "chase away" hikers. Crossing the road and pulling out of the parking lot was really quite adrenaline-pumping there!

... it is also true that some (new) road bureaucrat decided to bury the parking lot with trash bin and arranged bench (relocated higher to the plateau by the lonely closed restaurant) after many years of operation
