I had in mind a winter ascent. For me Jalovec is like a little divinity, so I visit it almost every year, similar to MMP, Spodnji Rokav and Razor. To Vevnica and Strug via Via del vita, along the ridge to Srednja Ponca and descent to Luigi Zacchi. (of course in summer)

Drago, you don't need (again) some bans and restrictions. I'm firmly against buses (except smaller ones), which destroy the road more than 1000 cars.
It's always limited by price. Price per vehicle 15 or more euros, which would apply for 10 or 12 hours, how long an average tour lasts; each additional hour 1 euro. (then bivouacs wouldn't be apartments for days). No need to reinvent the wheel. At entry (when you're in a hurry) you get a card from the machine: hour, date... Pay on return, like everywhere.
This forces visitors not to enter the valley each with their own vehicle, but to arrange transport, tour beforehand... Today that's no problem: mobiles, forums – who goes where etc.
So Tone would pick us up on the way to Mojstrana and stuff us in his car, drive to Aljaž, lead to Rokav... Settle at the feast.
Simple.
