My favorite circular one is:
From the parking lot below Predmeja (above that "quarry" - marked) along the trail towards Čavn. When we reach the junction where the marked path to the hut at Čavn branches right uphill, we continue a few steps further (20-30m): the path turns a bit left and then a bit right - before this right turn there is a steep gully above us a bit hidden: rocky below grassy above. Up this gully (about 10 min) straight up to the ridgelet. Along the ridgelet (rock) right a couple steps - immediately left to the grassy slope to bypass the wall in front of us - immediately right again up the grass straight up and after 100-200m the terrain leads us gently left along the ridge (right we see the marked path to the hut on the other side of the gully). When we reach the walls above us (edge), we go left around them and above us opens a nice passage to the top of the edge (nicely visible small couloir between walls on the edge, if we look well we see it's a bit trodden). Here we are a bit right of the marked path to the hut. Now we turn left through nice meadows (can follow the path too), constantly above the edge and without orientation problems we reach the small hut below the forest. From here a couple more steps ahead we "rush" into the forest road - turn right up it. After 10-15min the road forks - we take right uphill and after 10min we reach the transverse marked path leading from the hut to Kucelj. Now just along the path to Kucelj. Return straight back to the hut and from the hut on the right side across the meadow (marked) to the trail where we started and to the car.
Options are countless, from all sides of Kucelj and all are interesting.
Regarding season and ticks I do the same as sabina7.

About boots there's already tons written on forums - search a bit and probably no need for additional explanations.
Regarding price: decently good boots start from around 230-240 EUR onwards.

"Has anyone walked the path Zadnjica - Luknja - Bovški Gamsovec - Pogačnikov Dom - Zadnjica these days? Are the conditions summer(-like) or OK?"

Walked this week. Conditions fully summer-like, all the way to Razor. New markings from Luknja to Gamsovec. I advise against the path for the inexperienced, because the descent from Gamsovec to Križke pode is quite demanding (not merely technically, but: steep wall, most of the path without protection.)

If it's an injury or disease defect, of course I recommend first visiting a doctor and then acting according to the "listen to your body" system.
But if the person is healthy, then just a few words from my own experience:
- the first years (some 1/4 century ago) my knees hurt like a knife (descent).
The solution was the following:
- Knees must be shock absorbers and not carriers: downhill with bent knees, all weight must be taken by the muscle. That way the back doesn't suffer either. We descend on heels only on scree or smooth terrain, on steps (rocks etc.) we jump on the front part of the foot - never on the heel - and the knee must amortize like a spring. Of course the condition is fitness, enough so that the muscles hold the entire descent, otherwise no equipment or stimulant helps.
- And don't worry about the looks of "people" if you walk a bit strangely, the result matters.
(And all those vitamins, chocolates, raisins, "hearties", are very well replaced by light food, plain water, and at the end of the tour a decent beer.)
