On 10.11.2019 I headed to Trstelj from Lipa village. No snow yet, the path is exemplarily maintained and marked.

I was on Menina planina yesterday. There's quite some snow, so caution is needed on ascent and descent.

U&O: I think the best is to use common sense, check maps and forums, but I advise you to leash the dog or at least put a muzzle on him.
I myself have had experiences where a dog scratched me, even though the owner said "he's not aggressive and doesn't bite". The wound was superficial, but still I don't think it's right that the owner allowed it.
A dog is a dog and although people are often to blame when dogs bite us, when the dog scratched me I didn't do anything aggressive towards him, except walking past him with poles in hand. Maybe he took that as an aggressive gesture, but still the dog should be on a leash and have a muzzle on busier paths.

I think it's right that someone suggests improvements if needed. I know nothing about installing cables, but I'm grateful to people who do.
Regarding "too many bolts, can't use self-belay kit" I wouldn't know, I still used it (unless one cable for slippery path like over Balunjača on Boč e.g. for me dry not needed, but imagine nice if that path part wet slippery).
But think comparison police work and hill cycling not needed. Why? Unfortunately (or luckily) Triglav in Slovenia god's path cuz "Slovenian not Slovenian till stands on Triglav".
While mentality prevails paths to Triglav 10x or 100x overprotected cuz from Kredarica to Triglav capable people no need cables bolts and those without not get up/down safe. Think if not overprotected GRS intervene Triglav too much so right done overcareful.
Not become "little slovenian beating criticizer"... funny when someone criticizes then complains too many "little slovenians" on forum beat criticizer. If give criticism must prepared accept too.

No more snow on Veliki vrh - if anyone's interested. Was up yesterday from Matthausna past pl. Korošica and Hajnževo sedlo via ferrata and then down to Kofce past Kala and Dolžanova soteska.
Joining the predecessors... extremely nice tour and nice part of Slovenia.

Current conditions on Golica are good (if the mud doesn't bother you). There is only a sample of snow left, but caution is still needed in places. I was on Golica yesterday, 24.3.2011. Hope it's useful to someone... LP
