The road is drivable to the last parking lot. Further on, prohibited for cars.

No snow on the saddle. Just patches in the shade. For the summit, I don't know. Not rideable by bike

Road open, toll 10 eur from 6-18 hrs, path snow-free, except at Slovenian-Italian junction still can slide a bit on snow.

Yesterday 20.6 I traversed the path. From the saddle down to bivouac Nogara and via ferrata to Mangart. Ferrata completely snow-free.

Today in the sun along the Slovenian ridge, descent a bit less idyllic. Rain caught me just above the saddle.
Expected… still nice.

Three weeks ago we drove past barriers around 6.30. Barrier was open and green light. No attendant anywhere. Afternoon on return, barrier downhill open, uphill they collected "charity". We got away without payment.

Tulipan..... I wouldn't rely on that. I recommend, however, to park at the top so the car can easily be driven off the parking space. We didn't count on it and barely fixed the issue so we didn't have to wait any longer. They parked our car in well, even on a workday.

Some first-hand info on the road situation. Yesterday at the kiosk below the barrier there was a notice where I noticed the hours 7:00-17:00. I assume they collect tourist tax of 10 € in that time.
I returned to the valley at 19:00. The guy in the kiosk was gone, also the sheet with working time. The barrier for exit was up, the barrier for ascent was down. Don't know what happens if you drive to the ascent barrier after 17:00. On the ground before the barrier some work was done, probably a car weight sensor, cameras and some pillar with button and display. Maybe they let you up for free, as no machine for eco tax payment outside working hours was seen. What happens if you drive up through the raised ramp for exit, don't know. Officially you violate traffic rules. On the way down I met about 3 vehicles going up then, so they got through somehow.
For those who want to inquire personally to make everything legal and proper, at the kiosk this notice: "Traffic info at closed barrier: 051 205 550". Probably they won't be too happy if you call them at 3:00 am.
Also regarding parking at the top. You can park only at the lower parking below the hut, at the hut, and on the small parking before the last tunnel. On the road a bit before the landslide now there is a locked barrier preventing further progress to the parking on the upper, circular section. Google says you'll walk 1.8 km and do 157 m more ascent than otherwise according to the route description (you'll park around 1880 m a.s.l.).
