you consider a certain peak-mountain and look around for peaks higher than it. Then for each such higher peak you find the highest geographical connection by elevation to the considered peak. The highest such connection or saddle represents the reference elevation for calculating the prominence of the considered peak (prominence = elev. of considered peak - elev. of saddle).
Mangart for example is connected to the higher Montaž range via Predel pass, to the higher Triglav via Vršič. Since Vršič elevation is higher than Predel, Mangart prominence =2679-1611. Say Grintavec is not connected to Austrian mountains because Klagenfurt basin is in between. Higher are nearby Montaž and Triglav, connected highest via Rateče. But since Triglav is higher than Montaž, we say that one is decisive
