How about driving to the cable car (Kokrško sedlo) - I saw a traffic no-entry sign at the same time as a direction sign for driving.

Sagarmatha, you can follow Lg's recommendation for the driving sign;
but if a warden or cop follows the no-driving traffic sign, you can get greetings from the traffic judge. How many points and Euros it costs, you see in the notice from the warden or police.

Hello, judging by the photos, Kamnik Saddle seems dry. I'm interested in the path from Okrešelj to the saddle – any snow patches left? I last hiked it about 15 years ago and am no longer entirely sure about snow this time on that path.

Winter gear is definitely recommended for this route right now, otherwise the risk of "Okrešelj express" is quite high.

if the snow is really hard-packed, crampons don't help at all, or it even becomes a bit more dangerous. There will be snow there for quite some time, so be careful.

Does anyone know if the path from Okrešelj directly to Kamnik Saddle is passable these days? Still any snow? Winter gear?

Too low for snow to bother you anywhere!
But caution is needed due to gravel on the rocky slabs.
