But the road is state-owned and they asphalted it at taxpayers' expense, that's the problem and it shouldn't be closed.

Probably they legally secured it, I don't doubt that... but another thing is what we think about it - From one of the notices "The signing of the Contract establishing the servitude is currently also taking place, with which the Ministry will grant the Municipality rights for legal management of land in Vrata valley. This means that the Municipality will be able to take care of collecting parking fees in Vrata valley and organizing traffic control service, which will direct traffic and ensure parking spaces are properly occupied."

Which can also be understood that for now the municipality (still) has no legal basis for collecting parking fees, so they do it illegally.

"After a talk with the Kranjska Gora municipality, they told me they only publish news about the opening and closing. The road is determined by DRSI (Ministry of Infrastructure), because the road is state-owned and within the TNP."

If the reason is too many people in summer in the valley and parking regulator, why now when there are no tourists are they closing the valley for us Slovenians.... pure b****t, last weekend, dry as pepper nice weather, barrier down... with this they have actually limited access to part of Slovenia... p.s. Bohinjci no better....

Winter tires won't be enough. When 15 November comes, road to Vrata becomes completely impassable. Except if you have a plot there, then no problem.

No winter tires, no chains, no 4x4 drive, nothing suffices in harsh winter conditions on this road. Except, as mentioned above, plot ownership. Then snow parts itself like sea to Moses cool

Maybe it helps if you're a tourist in some valley accommodation. Emphasis on tourist. Not hiker overnighting there. How to prove "tourism" vs hiking don't know exactly...maybe flip-flops and map ignorance?

It'll be necessary to buy a few squares in the valley, like Aljaž in the past. Then there'll be a permit for entering the valley.

Yup... looks like we'll have to buy a few squares in many places if we still want to go to the mountains. Like Konec/Jermanca for example.

Eh, it's not far from the hut in KB. Especially to Jermanca there's a nice path.
But in Vrata it drags on. I've walked from Mojstrana several times. Even in the biggest heat, because you usually arrive in Mojstrana around noon. In winter it was just a trail from the last houses onwards.

No more guessing needed ... summarized after a few phone calls with all stakeholders. Below is a short summary from all those conversations/emails.

The road manager is the Infrastructure Directorate, the maintainer/concessionaire is Gorenjska gradbena družba. The maintainer monitors and notifies the manager and proposes road closure, the manager confirms and notifies KG municipality to close the barrier. The maintainer sets criteria based on winter conditions and follows the nature conservation agreement that the road is closed from 15.11. to 15.3.

This last criterion no longer applies! Unfortunately, neither the maintainer nor the manager know this or are pretending. From TNP I got info that from 1.11. a new regulation applies, according to which the road to Vrata can be open even in winter. Conditions are number of vehicles and suitable conditions (i.e., no snowy or icy road). So exactly the same as all year round and as communicated publicly. TNP promised to contact/remind the manager and maintainer about the new regulation.

The regulation, regime and everything about this road were negotiated/aligned by TNP, Directorate and KG municipality. But when it came to collecting money, only the manager and municipality negotiated. KG municipality, according to their statement, doesn't care about road openness in winter (or leaves decisions with responsibility to the maintainer), since they don't collect money then.

And also about the spring regime for those who ski tour. The road will open only when COMPLETELY dry (no snow and no ice). Salting the road is not allowed.
