Since this option is not listed under TNP offenses, there can be no fine from that title at all.
Probably wardens check parking payments, then there are municipal decrees and road safety law. In principle fine 40€ (20 half), plus they can add daily fee. Of course "should be so", but not 100% that they didn't invent something for fleecing.

As far as I know, the Mountaineering or Tourist Association collects the parking fee. I think they have no legal basis for issuing a fine if you don't pay parking.

That was the case before, while they were collecting parking by hand. Then they really couldn't do anything if you didn't pay.
Now the state surely gave consent for robber infrastructure (meters, barriers) so probably there is also a basis for municipal wardens' fleecing.

You have to pay the parking fee, if not, you'll pay a fine. You'll pay something anyway so the municipality and state fill their pockets.
When they break into your car in those same Vrata, the cop will tell you right away that they won't find the thief. Of course not, because they don't even look for him. Because a thief is just a cost for the state. Gotta judge him, send to prison, all that costs. Better to fill pockets than empty them.
That's how it is in our country. One big mess.

I asked the student working at the parking lot today (15.7.) about the regime: a possible half fine is 20, daily parking 25. And there were no wardens today.

Just for comparison. $35 entrance fee for a car in Yosemite National Park in California. Valid for one week.
$70 for multiple entry, valid for 12 months. The collected money is for road repairs in the park, projects, paying rangers who keep order and care for hikers' health...
With us, it goes to lazy officials and politicians.

Yep... $80 annual pass for ALL their parks, about 50, plus ALL "federal recreational areas", about 700 I think. Oh, annual pass for 2 owners. E.g. 2 families alternating (not both at once) in parks.
Imagine if at ours for 72€ (considering the wage difference it should be half less) you could park all year in Vrata, Blato, Bohinj, Kuhinja... plus regional and landscape parks! Municipalities would probably go bankrupt

In 2021 average price of agricultural land (say the parking lots we're debating are agricultural land) in Gorenjska was 5.38€ per square meter. Source here:

Damn, they're annoying with these stupid barriers and clearing of parking lots, instead of sending a couple of wardens every day under the current setup to issue fines for improper parking - a whopping 300 eur per car. Word would spread fast that parking at Vršič is pricey.
