Ratitovec is trampled down, at least in the morning the path can be icy. So yes, it's smart to take (small) crampons with you, even if they stay in the backpack later. Otherwise go boldly, the hut is also open on weekends.

This morning the path over Razor was quite icy, so crampons were very useful. Later the sun softened everything and it was possible without, except in the lower part on the steep slope through the forest it remained icy, so crampons went back on the feet. On the top it was blowing hard.

I was from Prtovč via Povdn last Thursday. Path to Povdn locally very muddy due to bulldozing, further on impeccable, just locally in forest still some snow. Sunny ascent to hut completely snow-free, on path to Gladki vrh still some snow.
Due to very saturated air unfortunately views weren't too sharp.
