The surface has nothing to do with plowing, since the latter is done without issues even if it's gravel (example road through Rog). The categorization hasn't changed either, plowing to Vrata right now obviously doesn't make sense cost-wise and in many other ways.

No, the fact is the road was modernized. And then the question of year-round drivability logically comes up.
The surface does have at least some relation to plowing. Asphalt is easier to plow to the base and ensure normal accessibility than gravel, which is pretty much always icy.

The fact is that if there was interest in year-round accessibility, it could have been done earlier too. Asphalt is for other reasons, namely to prevent dust particle emissions due to traffic impact on TNP's natural environment.

I don't understand why you're making such problems if the road isn't plowed, one goes to the mountains on foot, if you want a plowed road, collect money and they'll fix it quickly, I don't know what the problem is supposed to be.

As for selfies, I think one didn't make it and still has issues in some places and with some even today because of it. Why are pics even a stumbling block? As if you don't have your own pic from Fitz Roy, bet you drove as far as possible - same with Triglav ascent. Hiking TB valley for nearby peaks is time and energy waste, unless goal is Aljažev dom (or not drivable).

P spots must be, but I don't know why they issued fines also at Peričnik at the parking place. Road was maintained all winter up to here.

Because there's a no-driving sign below. Maybe someone out of pure malice called that cars are up there...and if there's a report they simply have to respond. Like then at Jarmanca/Konec. Wardens had to walk up apparently, and called police...
