Exactly so. Anyone who passed the driving test should know what this traffic sign means. On the Balkans, of course, there are several private interpretations for this sign.

Here's what the traffic sign situation was like on 17.11.2016 (when I went to Kokrsko sedlo): where the forest path branches off from the road leading towards Jermanci (and thus also towards the lower station of the cable car to Kokrsko sedlo) (right at the beginning it's more like a road) to Kokrsko sedlo (about 10m further from where the forest path to Kamniško sedlo branches off), there is a traffic prohibition sign, but it's turned in the OPPOSITE direction from the direction of travel (meaning drivers going from Dom in Kamniška Bistrica towards Jermanci see the back of the sign, those coming from the hill see the prohibition sign, but it's on the other side of the road). In my opinion, such a sign doesn't count, but judge for yourselves. I leave the car below at the parking lot in front of Dom in KB, because it seems pointless to me to push the car into the bushes. We come there for walking, not driving. If you're heading to Kamniško sedlo, you have a decent mountain practically right away when you step out of the car, and you can start ascending (or maybe that doesn't count?), if you're going to Kokrsko sedlo, you have at most half an hour of fast walking to reach the start of the ascent. It's different if you're in time pressure or carrying a pig-heavy backpack. In that case, I'd understand someone trying to drive right to the end of the path (forest road). Otherwise, in my opinion, there's no need.

It's interesting that questions about the condition or drivability of the road to Jermanca keep appearing, as if that's the biggest problem of the route from Kamniška Bistrica to Kamniško sedlo.
Otherwise, Grega is right to doubt the correctness of the placed sign "Traffic prohibited in both directions". According to the Decree on the categorization of municipal roads in the Municipality of Kamnik, all three roads from Dom in Kamniška Bistrica - to the cable car, to Jermanca and to Konec - are municipal roads and categorized as public paths. According to the Road Act and also the Municipal Roads Decree in the Municipality of Kamnik, the road manager (municipality) or maintainer (company) can temporarily, but for a maximum of one year, prohibit or restrict the use of the road or part thereof (restriction of traffic of certain types of vehicles, reduction of permitted total mass, axle load or vehicle dimensions, reduction of permitted vehicle speed, and other measures). Permanent traffic prohibition on a public road is not permitted.
Regardless of whether the sign is placed or not, it's best to go on foot to the mountain.

Cold and windy, today's Kamnik Saddle offered wonderful views. I met only one hiker. Nice greeting and safe steps in 2017.

We both wanted with Matej to Brana, but wind and cold today too fierce. Quite a few changed their minds at saddle. Peaks in fog and some snowing too.
